Senator Hassan, Colleagues Introduce Bipartisan Measure to Protect American Consumers, Small Businesses and Manufacturers from Costly Tariffs

WASHINGTON — Senator Maggie Hassan joined her colleagues in introducing bipartisan legislation, the Trade Certainty Act, that would ensure that presidents – regardless of which party holds the White House – cannot use the International Emergency Economic Powers Act (IEEPA) to impose tariffs unilaterally. The IEEPA was not intended to be used as a trade tool, and no president has used it to place tariffs on imported products since the legislation’s enactment in 1977. The Trade Certainty Act clarifies Congress’ intent by specifying that the IEEPA does not grant the executive branch the power to impose tariffs or quotas on imported goods.

WASHINGTON, DC – U.S. Senators Gary Peters (D-MI), Ranking Member of the Senate Homeland Security and Governmental Affairs Committee, Cory Gardner (R-CO), Dan Sullivan (R-AK) and Maggie Hassan (D-NH) today introduced bipartisan legislation to help protect the health and safety of firefighters and emergency responders who are frequently exposed to harmful per- and polyfluoroalkyl substances (PFAS) in firefighting foams as they work to keep communities safe. PFAS substances have been linked to a number of health problems, including certain cancers. The Protecting Firefighters from Adverse Substances (PFAS) Act of 2019 would direct federal agencies to develop best practices, training, and educational programs to reduce, limit and prevent exposure to PFAS, also known as ‘forever chemicals’ because they do not naturally breakdown. The bill would also require guidance to be issued on alternative foams and personnel protective equipment that do not contain PFAS.

Hassan and Shaheen Reintroduces Bill to Protect Small Businesses From Burdensome Internet Sales Tax Collection Requirement

(Washington, DC)— U.S. Senator Jeanne Shaheen (D-NH), a senior member of the Senate Small Business & Entrepreneurship Committee, reintroduced the Online Sales Simplicity and Small Business Relief Act with Senator Ron Wyden (D-OR), the lead Democrat of the Senate Finance Committee, and Senators Maggie Hassan (D-NH) and Jeff Merkley (D-OR). The bill would stop states with a sales tax from creating red tape for small businesses as a result of the Supreme Court ruling in South Dakota v. Wayfair, Inc. This ruling overturned a previous precedent, and has allowed states to collect sales tax from out-of-state businesses. This new burden hurts small businesses, especially in states like New Hampshire and Oregon which don’t have a sales tax, forcing owners to navigate collecting sales taxes for more than 10,000 taxing jurisdictions across the country.

Shaheen, Hassan Join Colleagues in Renewed Call for FCC to Protect Community Television Channels

(Washington, DC) – Senators Jeanne Shaheen (D-NH) and Maggie Hassan (D-NH) joined Senator Edward J. Markey (D-MA) and 12 of their colleagues in urging the Federal Communications Commission (FCC) to protect public, educational and governmental (PEG) stations as it proposes changes to the rules governing agreements between Local Franchising Authorities and cable operators. Currently, towns and cities across the country are permitted to require as part of cable franchise agreements that cable operators meet demonstrated community needs by providing in-kind contributions that benefit schools, public safety buildings and PEG channels. However, the Commission’s current proposal would permit cable companies to assign a value to these contributions, and then subtract that amount from the franchise fees the cable operator pays the local community. The FCC will vote on this change at its meeting on Thursday, August 1. If implemented, the Order would force local governments to decide between supporting PEG stations in cable franchise agreements and supporting other important services for critical community institutions like schools and libraries.
